Not under Section 8 rules. But, if the individuals were paying rent on their own, it would be at the landlords discretion to allow it.

5 people in a 2 bedroom is most likely a fire code violation.

You have to check your local occupancy laws, but that is over the general standard of 2 people per bedroom.
