Same way you would go about planning any overseas trip.
Either go to a travel agent, on the high street or online, and book the holiday, or you can arrange it all yourself.
Research the type of accommodation you want to stay in, Bed and Breakfast or Hotel, then look online to find the cheapest price and book it, then book your flights from your home country to Dublin airport.

Then plan all the things you would like to see and do in Dublin. Without knowing anything about you, I can’t really make any suggestions, but they are found easily by Googling Dublin attractions.
